Did former Attorney General Clete Torris of Hawaii say Barack Obama's birth certificate was registered to Barry Soetero of California? No, that's total nonsense made up by a liberal Facebook page set up to troll conservatives and Trump supporters into sharing over the top fake news so people will mock them. It is not true in the slightest.
The story originated from a meme posted on August 10, 2018 by a Facebook page titled "America's Last Line Of Defense" (archived here) which showed an image with following text superimposed:
Clete Torris, former Attorney General of Hawaii, admitted in court friday that Obama's birth certificate is registered to Barry Soetero of California. Should President Trump issue an executive order to nullify Obama's presidency?
Asside from the fact that "nullifying a presidency through an executive order" is not really a thing, "Clete Torris" is just an invented name that references a part of the female anatomy. There is no former Attorney General of Hawaii by that name. We were unable to determine who the man in the picture actually was.
The Facebook page itself has an "about" section that reads:
