According to the official White House transcript (archived here) "Remarks by President Biden on the 75th Anniversary of the North Atlantic Treaty Organization Alliance," when Biden was speaking on stage with Stoltenberg he said, "I was talking to your wife":
Mr. Secretary, you've guided this alliance through one of the most consequential periods in its history. I realize I -- as I was talking to your wife -- I personally asked you to extend your service. (Laughs.) Forgive me. (Laughter.) And you put your own plans on hold.
A video posted on the Global News YouTube (archived here) channel from the event shows Biden saying he was speaking to Stoltenberg's wife beginning at the 23:08 mark:
A search of keywords on Google News, visible here (archived here), found no credible reporting as of July 10, 2024, to corroborate the claim that Biden said he was "fvckin" Stoltenberg's wife.
