Does changing your birthday to 2007 on Twitter unlock different colors or get you a new color scheme? No, that's not true: pranksters are spreading this rumor but all it will do is shut you out of your Twitter account for being under 13 years old which is against Twitter's Terms of Service.

However the claim is false. Twitter Support already responded with an official tweet:
We've noticed a prank trying to get people to change their Twitter birthday in their profile to 2007 to unlock new color schemes. Please don't do this. You'll get locked out for being under 13 years old.-- Twitter Support (@TwitterSupport) March 26, 2019
They also mention it is possible to get your account activated again but it will take some work as you will need to prove your real age to Twitter:

Several Twitter users apparently fell for the prank:
