Does changing your birthday to 2007 on Twitter unlock different colors or get you a new color scheme? No, that's not true: pranksters are spreading this rumor but all it will do is shut you out of your Twitter account for being under 13 years old which is against Twitter's Terms of Service.
An example of the claim can be seen in a tweet published on March 27, 2019 by "Taha ❄️" on Twitter (archived here):

However the claim is false. Twitter Support already responded with an official tweet:
We've noticed a prank trying to get people to change their Twitter birthday in their profile to 2007 to unlock new color schemes. Please don't do this. You'll get locked out for being under 13 years old.

They also mention it is possible to get your account activated again but it will take some work as you will need to prove your real age to Twitter:
If your account was locked after changing your Twitter birthday to 2007, please follow the instructions that were sent after the change was made to your account.

Several Twitter users apparently fell for the prank:
so someone made a post about how if you change your bday year to 2007 on twitter it'll give you more color schemes and @Colbiiii did it and now she's locked out of her twitter bc of age restrictions so like FUCK THAT GUY buuuut anyone know how we can get her back in or????

Jose read a tweet that said if he changed his birth year to 2007 it would give him any color scheme he wanted so he did it and now his account is locked forever cause twitter thinks he's 13. IM YODELING HAHAHAHAHAHA

It asked them to change their date of birth to 2007 or so and they will unlock a new color for their page 🤣🤣🤣. They did and it logged them out because they are underage for twitter 😭
