Did Canada on Sept. 8, 2020, criminalize government measures that require the wearing of masks, as well as social distancing, vaccinations, and other protective measures that help thwart the spread of COVID-19? No, that is not true. The national government has made no such declaration. The claim refers to a made-up "Republic of Kanata" that claims to trump the powers of Canada, its 10 provinces and three territories, which issue protective mandates based on scientific data.
The claim appeared in a post (archived here) published to Facebook on Sept. 10, 2020 on a "Redirecting..." page. The post read in part:

The law was passed on Sept 8, 2020, and is part of NESARA/GESARA (https://www.youtube.com/watch?v=dq_IXYBYu1o). The Republic of Kanata is fully in compliance with the requirements of GESARA, including forgiveness of all credit card and mortgage debts, and the abolishment of income tax!!!!"

While Kanata is a suburb of Ottawa, Ontario, there is no recognized "Republic of Kanata" behind the website that spells out the ideas of those who declare the made-up nation's laws supercede Canada's national code.
On its public health websites, the Canadian government has issued no orders to reverse course on asking residents to wear masks, social distance and regularly was hands to slow the spread of COVID-19, which has killed at least 9,200 in Canada, where the confirmed case count by Sept. 11, 2020 had exceeded 137,250.

The effects of COVID-19 vary between and within provinces and territories. Because of that, local governments, working with local public health authorities, may lift or change public health measures at different times depending on where you live.
Your local government will:
- make decisions based on the local situation and the best evidence available at the time
- tailor plans for lifting measures to their regions, including remote and isolated communities
- gradually lift measures, allowing enough time between each step to assess the impact and adjust their plan, if required
- monitor the effectiveness, harms and benefits of specific measures, and then adjust less effective measures as needed
National, provincial and local governments will continue public health efforts to minimize:
- serious illness and death
- disruptions in our society
- the burden on health care resources
