No, that's not true: There is no evidence an event like this happened in September 2023. Additionally, the original version of this clip is from a "video creator," not someone purporting to show a "supernatural" event.
The claim appeared in a post (archived here) on X (formerly Twitter) by Allesia on December 19, 2023, and titled "The Opening." The post's caption said:

Although Williams plays coy in the caption for his video, saying "DON'T KNOW IF THIS IS REAL OR FAKE," he asks viewers to show their "SUPPORT FOR MORE VIDEOS LIKE THIS IN THE FUTURE." And in the profile on his Instagram account, he identifies himself as a "video creator." Williams' Facebook profile identifies him as a "digital creator" (archived here).

A Google News search (archived here) on January 12, 2024, using the terms "'Geneva, Switzerland,' 'rift in time,' and 'portal,'" found no results matching the claims in the post on X.
A regular Google search (archived here) also found no credible results confirming the opening of a portal over Geneva in September 2023.
