No that's not true: The video is a production of a social media account that uses AI to produce videos. The account states the stories they share are not real but ones that "everyday people may encounter."
The story first appeared in a video published on the YouTube account Black Struggles on August 24, 2025, with the headline "Fake HOA Police Came to Arrest Black Man--But He's The Most Feared FBI Agent." The audio of a male with a British accent opened saying:
A quiet Texas street turned into a live courtroom when two imposters in tactical vests tried to detain a homeowner but the man they picked wasn't just any resident, he was the FBI agent they never should have messed with.

The video is just one still image that slightly tilts back and forth for the entire 57 minutes. Audio of a man with a British accent tells a story of "fake home owners association" officers trying to arrest a Black man, but finding out that he is an FBI agent.
Lead Stories observed common shortcomings of some generative AI image-making: mangled text. The letters on the vests the officers are wearing do not say "Community Enforcement" but the word enforcement contains several characters that are not English alphabet letters as this screenshot shows:

The description of the page on YouTube explains these are not real situations but imagined:

The video claims a man named Reginald Carter in Plano, Texas was threatened with arrest by fake HOA agents until they found out he was a feared FBI agent. Lead Stories searched Google News' index of thousands of news websites and found more versions of the video but no credible news reports of an FBI agent almost arrested by fake HOA agents. Similarly, the Yahoo! News index of partner news sites and news services showed no legitimate news reports of a Reginald Carter being almost arrested (archived here).
