No, that's not true: The poster admitted that it was a joke post. To debunk their own joke, they showed where they found the picture of a ballot showing Zohran Mamdani's name. Unregistered voters in New York who register at the polling place are given a different ballot, submitted with registration documents that include documentation to prove they live in New York.
The claim appeared in a November 4, 2025 X.com account @YazanXBT post (archived here) which opened:

By law, an unregistered voter in New York City elections does not vote using the standard polling place ballot scanner. Their ballot, called an affidavit ballot, must be submitted with a completed voter registration application, which requires ID that proves residence in New York, according to the Board of Elections website.
