According to a tweet from Roger Kimball -- a famous author and scholar -- Britain's Winston Churchill had a doctor's note allowing him to drink during his visit to the United States during prohibition. Winston Churchill is known for drinking large quanitities of brandy and various spirits throughout the day while smoking cigars. He was particularly fond of drinking during meal time.
