Are Democrats colluding with the CIA to alter votings machines in key swing states to help Joe Biden? No, there is no evidence to support this. The source of the claim is a retired U.S. Air Force general, whose description as a "high-level intelligence official," is misleading. Lt. Gen. Thomas McInerney was banned from appearances on FOX News in 2018 after he claimed that the late Republican Sen. John McCain provided information to the North Vietnamese while he was a prisoner of war. He made the allegations about the CIA working with Democrats to commit election fraud in an interview with a retired orthopedic surgeon.
The claim appears in an article (archived here) where it was published by NOQ Report on November 2, 2020, under the title "Democrats colluding with CIA to launch intelligence operation that ALTERS voting machine results: Report". It opened:
Dave Janda of Operation Freedom (www.DaveJanda.com) has unleashed a bombshell story with huge implications for Tuesday's elections. Janda's guest in his latest broadcast is a former high-level intelligence official (Lt. Gen. Tom McInerney) who warns that the Dems and the CIA have put in place a mechanism which can alter the voting results of electronic voting machines in key swing states (like Pennsylvania) that will determine the outcome of the election.
This covert technology is called Operation Scorecard, and it was built by the CIA to surreptitiously steal elections in targeted countries. Now, that technology is being turned against the United States of America and is about to be activated on Tuesday to steal the election for Biden, explains Janda's guest.

The About section of Dr. Dave Janda's website describes him as an orthopedic surgeon who served time in the government before launching his podcast "Operation Freedom Radio Show," which espouses conservative views.
McInerney does not have experience as a high-level official in the U.S. intelligence community. His U.S. Air Force biography said he was a deputy chief of staff for the Ait Force's Pacific headquarters nearly 40 years ago:
In February 1981 he was assigned as commander of the 313th Air Division, Kadena Air Base, Japan. The general then served as deputy chief of staff for operations and intelligence, Headquarters Pacific Air Forces, Hickam Air Force Base, Hawaii, from June 1983 to July 1985, when he became commander of 3rd Air Force, Royal Air Force Station Mildenhall, England. In October 1986 General McInerney was assigned as vice commander in chief, Headquarters U.S. Air Forces in Europe, Ramstein Air Base, West Germany.
McInenery also appeared on Steve Bannon's podcast November 3, 2020, reiterating and expanding on claims made in the NOQ Report story. For example, he talks about "THE HAMMER," which The Buffalo Chronicle ran a story (archived here) describing this way:
In February 2009, the Obama administration commandeered a powerful supercomputer system known as THE HAMMER. THE HAMMER includes an exploit application known as SCORECARD that is capable of hacking into elections and stealing the vote, according to CIA contractor-turned-whistleblower Dennis Montgomery, who designed and built THE HAMMER.
Confidential audio recordings provided by the whistleblower were released by U.S. District Judge G. Murray Snow's courtroom in November 2015, revealed that SCORECARD was deployed by the Obama team against Florida election computers to steal the 2012 presidential election on behalf of President Barack Obama and Vice President Joe Biden.
SCORECARD is now being activated to steal the vote on behalf of Joe Biden once again. Biden utilized THE HAMMER and SCORECARD while running for Vice President in 2012. Votes are again being stolen on Joe Biden's behalf as he runs for President of the United States in 2020.
This time, SCORECARD is stealing votes in Florida, Georgia, Texas, Pennsylvania, Wisconsin, Michigan, Nevada, and Arizona, according to Montgomery.
SCORECARD steals elections by tampering with the computers at the transfer points of state election computer systems and outside third party election data vaults as votes are being transferred."
On the Bannon show, McInerney states:
The fact is is that HAMMER is a what we call a...Signal Intelligence Program that the NSA came up with years ago. The CIA picked it up under the Obama administration...The fact is the Obama administration took this system, and they put in an application...called Scorecard, and Scorecard changes votes at a certain point in the voting stream...The Obama administration used it in the 2012 election in Florida, and so both Obama and Biden are very familiar with this...It's important that we all understand it it's by Joseph Stalin. I consider it completely unimportant who in the party will vote or how. But what is extraordinarily important is who will count the votes. We have a desperate Democratic Party that will do anything to bring the country to a totalitarian state...I just found out about this yesterday."
It's a claim McInerney has made before, according to this story in The American Report from August 8, 2019, about how HAMMER was used as a surveillance operation against Trump in the 2016 election -- an election during which Trump and others claim that the Obama administration was spying on his campaign.
The NOQ story also includes this key section on McInerney's claim:
...he explains that a covert app called "Scorecard" steals votes by making sure Democrats always stay about 3% ahead of their Republican rivals. "Scorecard steals the elections by tampering with the computers at the transfer points," he adds.
This also explains why Joe Biden recently said, with great clarity, "We have put together I think the most extensive and inclusive voter fraud organization in the history of American politics."
