Fact Check: President Trump Did NOT Sign Executive Order Banning HOAs -- Video Is A Joke A Joke

Did President Donald Trump sign an executive order banning HOAs (Homeowner Associations) in the United States? No, that's not true: The TikTok video making the claim offered no evidence it was real and it was posted as a joke on an account that publishes with the hashtag #funnytiktok. Currently the website of the White House has no references to any presidential order relating to HOAs.

The claim appeared in a video (archived here) posed on TikTok on February 19, 2025, with the hashtags "#massfollowing #teamwork #constructionlife #funnyconstructionvideo #fyp #funnytiktok". The speaker in the video opened:

Breaking news from your friendly construction worker's newsstand. President Trump has done us a big favor. He signed an executive order to ban HOAs. Can you believe that no more homeowners association? This is going to be the best thing to help the United States.

The video host acknowledged at the end of the video that it was a joke:

This is another funny moment from your friendly construction worker bringing you a laugh on your Wednesday hump day, you all have a good day, and I'll See you again soon. Bye.

The video creator also messaged Lead Stories with confirmation it was "intended as a joke."

If you look at the stats people watch only average of 34.7 seconds and only 3.6% watch whole video. Those who ask me if it's true, I responded back "unfortunately it's fake news and you should go back and watch the whole video, you'll see it's just a joke. Definitely heard some horror stories about HOAs and they can't stand them for various reasons. Nevertheless need to put a note on the first part of video saying it's fake news."

A search of the White House website's presidential actions page (archived here) and a search for the term "HOA" on the entire White House site (archived here) did not find any reference to a presidential order relating to HOAs.

Even if President Trump wanted to ban HOAs, a presidential executive order would not likely do it. Individual states regulate homeowners associations, not the federal government.
