It appears to have originated as a meme from the "South Dakota Department of Propaganda", a website with a satire disclaimer.

Or maybe the South Dakota Department of Propaganda is actually a satirical digital performance art experiment created by a shit-posting meme lord in December of 2019 (Maybe the project was a completely different beast until COVID happened and the world went mad with us). Maybe it mixes memes, news stories (real and fake), random deep fake/AI images, and traditional art forms to create a digital social commentary on American online life in the 21st century. Maybe it explicitly targets instances of hypocrisy and corruption nationally, especially at the South Dakota state level. Nah, it's probably the conspiracy cult thing.
