According to Cornell Law School's Legal Information Institute, the Internal Revenue Code is part of the U.S. Code, a compilation of the federal statutes for the U.S. The Legal Information Institute also notes that the 16th Amendment, ratified in 1913, states:
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.
