No, that's not true: the race was called for Joe Biden about half an hour after he sent that tweet. As of the time of writing, no major network, wire service or outlet has called the race for Donald Trump.
The tweet published by the President on November 7, 2020 (archived here) read:
"I WON THIS ELECTION, BY A LOT!"
